2018 Buckwheat Festival-WV Caring Parking Event. WV Caring provides parking to the event at two locations in Kingwood. Both are on Tunnelton Street: Lot 1 Garden Towers Parking Lot and Lot 2 Old Magistrate Building (across from the Civic Center. WV Caring is there for the entire event which runs from Thursday September 27-Sunday September 30. From 7am-10pm Thursday-Saturday and Sunday 7am-4pm. 2-4 people per 2 hour shifts.
